Important changes to V15 fleet safety guidelines

Thx Nick.  I was just writing something along the same lines.  As a person
who has probably capsized more than most in the cove, I think that swimming
the bow around is crucial.  The wind in the waves will continue to work
against you until you swing the boat around.  Once your mast is in the mud
swinging the bow around is the most important thing to do if you want to
get free.
