Perhaps the police can do the enforcing. If you have an active missing boat
report with all the documented ownership rights, then getting photos when
you pretend to be a buyer might be all you need to prove the for-sale boat
is the missing/stolen one. The Police will impound it and call the rightful
owner.
In other words, get some photos before you start busting kneecaps.
