Do you mean the sleeve that keeps the jib sheets from catching on the
halyard cleats? If so, I recommend the V15 Stiff Carbon Mast Boot Wrap:

It is made of thicker material that prevents the jib sheets from catching
on the cleats. Taking this further, I cut up a plastic laundry detergent
bottle and stuck it inside the mast boot, using sail repair tape, so that
there's no chance of the sheets getting caught on cleats.

Regarding keeping the boom from scratching, your boom should have a bit of
plastic that keeps it from chafing the gelcoat too badly. If that's
missing, you can contact Svendsen's, APS or West Coast sailing to see if
you can sell you a new one.
Additionally, you can slip a beer cozy on the end of your boom when you're
done sailing...
