Keay,
It depends on where your boat is located. I think you may be in the
Estuary? Before going any further, here's a bit of warning from the
kite sailors webpage:

If so, somewhere near the NW corner of Treasure Island might be a good
place. You may even be able to anchor near the NW corner of the
island -- something like 25 - 30+ deep. The planes will be performing
sort of in the middle of the Bay between TI - GG Bridge -Angel I.
Another place I've anchored is the bight along the South side of Angel
Island. The depth drops off quickly, but if you're near the Island
just West of Pt. Blunt it's about 30' deep. A little further out it's
more like 45-50' or so.
If you decide not to anchor it means you'll have to keep steering and
have at least one eye on the traffic around you. That warning about
incompetent/foolhardy boats - especially power boats - is true.
Should you decide to brave the City Front, you'll have to get there
early since the Safety Zone pretty much seals it off once things get
going. And, that's the most cluttered area you'll probably find.
