certificate doesn't seem unreasonable to me. I am surprised other clubs on
the Estuary don't. I believe EYC is just trying to run their races with

<DIV>FYI Encinal Yacth Club is requiring valid phrf certs to race in thier
Friday Beercan Races. Seems a bit over the top for these low key races..
Alameda, Oakland and Island Yacht Clubs do not. Michael Andrews are you
