[Santana 22] Weights and dates

As we look to clean up and modernize the by-laws I'd also like to see
consideration of removing the following item from the supplemental by-law
clearifications:

  21.    The only mainsheet traveler permitted is that which remains in its
normal position aft of the cockpit.

with the intent of allowing a mid-boom traveler across the cockpit in the
position where a lot of boats have a barney post installed and other
sheeting options.

Removing this item seems in keeping with the spirit of the by-laws to both
encourage experimentation in the deck and running rigging layout, and also
to encourage keeping the cost of the boats low.

I have the original end boom sheeting now and I'm considering some changes
to set up  either the barney post or blocks on the cabin top lead back to
the cockpit.   Neither of those seems like great options. Moving the
traveler forward looks like it would be cheaper than a new barney post, and
would allow the best position for main sheeting control.

Does anyone know what the original intent of this rule clarification was,
or why it was added?
